Spain has pledged to strengthen sanctions against offshore ship refuelling in protected habitats surrounding Gibraltar, as diplomatic tensions with the British Overseas Territory and with the UK government escalate.

Tighter prohibitions against bunkering in the Bay of Gibraltar are needed to ensure compliance with both Spanish and EU law, environment minister Miguel Arias Cañete said in an interview on Saturday. Details of the measures will be published next month.
