International climate negotiators in Warsaw have made some technical improvements to the UN’s beleaguered carbon offset scheme, but so far there has been no real progress on the major reforms needed to secure its future.

One expert attending the meeting said developing countries blocked moves to reform the clean development mechanism (CDM) in retaliation for industrialised nations’ perceived inertia on climate finance and loss and damage.
