The Spanish government has announced 43 measures with which it aims to close the 54.5 million tonne gap to its CO2 reduction target for sectors outside the emissions trading system (ETS).

Implementing the ‘roadmap’ to compliance with the EU Effort Sharing Decision will cost €27bn in investment up to 2020.

Spain has a 10% emissions reduction target for the non-ETS sectors for 2020, which it is not currently on track to meet. It is one of the member states with the most pressing need “to either design additional policies or make use of flexibility mechanisms to avoid non-compliance”, according to a European Commission report last year.
