A number of member states have raised concerns about a proposed governance mechanism for improving compliance with recycling targets.

The ‘early warning system’ put forward by the European Commission would require member states to submit a compliance plan to Brussels within six months of being told they were at risk of missing targets.

Member states would also be able to apply for up to three years extra to meet their targets, with the Commission gaining the power to accept or reject these applications. The European Environment Agency would report on member states’ progress towards their targets in 2017, 2022 and 2027.
