The European Commission has approved a controversial integrated emission management system as part of new regulations for mineral oil and gas refineries under the Industrial Emissions Directive (IED).

Final conclusions on the best available techniques (BAT) for the sector were published on 28 October.

The document includes tougher BAT-associated emission limits (AELs), which will underpin the revised BAT reference document (BREF) used by regulators to set permit conditions.
