New legislative proposals to cut emissions from sectors such as agriculture and transport will only be published in 2016 after the Paris climate conference, the EU climate commissioner has said.

Proposals for cutting emissions from sectors outside of the EU emissions trading scheme (ETS) will not feature in the European Commission’s work programme for next year, climate action and energy commissioner Miguel Arias Cañete told the European Parliament’s industry and energy committee on Wednesday.
