High-level talks are underway on the building blocks of the planned 2015 climate agreement, with a draft text setting out difficult questions on the way developing countries should be treated.

After a slow first week, talks in Lima began to speed up on Monday with a draft deal tabled on the details of the 2015 climate agreement, including a reference to “full decarbonisation” by 2050.
