EU climate change policies focus too narrowly on energy and transport and should more strongly reflect the potential of the circular economy to cut greenhouse gas emissions, the Netherlands Institute for Sustainable Packaging has argued.

According to a study published by the institute, circular economy measures to achieve two-thirds recycling of municipal waste alone would cut overall EU greenhouse gas emissions by 4.1%.
