The European Commission has asked the EU Court of Justice to fine Spain over €46 million for delaying measures to comply with a previous judgement for poor waste water collection and treatment.

The Commission also requested a daily fine for the country if it does not fully comply with the 2011 ruling that it violated EU law by failing to provide adequate urban waste water collection and treatment in 37 agglomerations. Five years later, the situation has still not been resolved in 17 towns and cities home to 1.4 million people, the Commission said on Thursday.
