The 'polluter pays' principle should apply to the collection of maritime waste, and cost recovery systems for maritime waste at port reception facilities should be incentivised, according to a leaked EU position document to be sent to the UN International Maritime Organization (IMO).
The document seen by ENDS suggests that cost recovery systems “can be based on a 100% indirect fee for waste to be paid irrespective of the actual delivery of waste”.
