With Spain having submitted its overdue draft National Energy and Climate Plan (NECP) last week, the European Commission now has four months to process 28 proposed domestic contributions towards meetings the EU's 2030 targets.

Lawmakers last year adopted EU-wide targets of 32% renewable energy in final consumption and a 32.5% energy efficiency gain compared to a benchmark trajectory from 2005, in order to meet a target of a 40% cut in CO2 emissions from 1990 levels.
