European governments have not agreed to raise the EU's emissions reduction target ahead of UN climate talks in December, despite recognising the “unprecedented urgency” to step up action against global warming, according to a leaked EU Council document seen by ENDS.

The draft conclusions of a meeting of environment ministers on 9 October recall that Nationally Determined Contributions submitted by parties to the Paris Agreement “fall far short of what is required to achieve the long-term goals”.
