The draft EU withdrawal agreement risks undermining European environmental protections by allowing the UK to lower its standards without repercussions, a new report has warned.

In order to avoid a hard border in Northern Ireland, the agreement sets out a 'backstop' that would keep the whole of the UK in a customs union with the EU and align it with certain EU regulations if negotiators fail to reach a full post-Brexit deal within the transition period.
