Governments appear to be considering changes to their position on proposals to limit single-use plastic products in a bid to reach a compromise with MEPs, according to a draft negotiating document seen by ENDS.

The Austrian presidency of the EU Council has recognised concerns over the financial responsibility of polluters and the definition of a disposable product, according to the draft compromise proposals to be discussed by government representatives on Wednesday.
