Madrid city council capitulates over plan to water down low-emissions zone

After failing to muster a majority at a vote in the council chamber last Friday, Madrid city council has announced it will definitively drop plans to water down its low emissions zone (LEZ) by allowing newer petrol and diesel-engined vehicles to enter.
