CAP: Ministers urge ‘flexibility’ in assessing strategic plans

The European Commission must be “flexible” in how it judges member states’ green farming plans, agriculture ministers said in an EU Council meeting that highlighted a gulf between member states and MEPs on reforming the Common Agricultural Policy (CAP).
