Fit for 55: Von der Leyen offers carrot and stick in push for second ETS

Rejecting the European Commission’s controversial proposal for a standalone emissions trading system (ETS) for road transport and buildings would mean more stringent CO2 cuts elsewhere and no social adjustment fund, president Ursula von der Leyen has said.
