Plans for renewable energy in cooling discriminate against southern Europe, says Spain

The Spanish government claims that European Commission proposals for calculating renewable energy produced by heat pumps used for cooling and district cooling discriminate against southern European countries, making it harder for them to meet 2030 renewables targets.
