Is this the week the EU gave up on the ECT?

As the debate over Energy Charter Treaty reform comes to a head this week, the European Parliament has drawn a clear line in the sand. Overwhelming support for a resolution adopted today suggests that a half-hearted reform of the agreement that allows continued fossil fuel investment is unlikely to get past the assembly.
