Strict limits on fossil fuel investment in deal on REPowerEU funding

Governments will be able to partake of €20 billion in grants to fund measures to implement the EU emergency plan to end the bloc’s dependence on Russian energy supplies, but if they want new fossil fuel infrastructure, they will have to borrow the money and build it quickly.
