‘Make or break moment’: Spanish presidency bids to end stand-off over renovation rules

MEPs and government negotiators are set to lock horns tomorrow over proposed reforms to the Energy Performance of Buildings Directive, with the central issue of minimum energy performance standards (MEPS) at the centre of efforts by the Spanish EU Council presidency to forge a deal before the end of the year.
