OECD green chief warns of CO2 tax loopholes

Carbon taxes to cut emissions in sectors outside of the EU's emissions trading scheme (ETS) are a "sensible move", but their effectiveness may be hampered by governments granting too many tax breaks and exemptions, the OECD's environment chief has warned.
