The Netherlands changes tax law for carbon trading

The Dutch government has transferred the obligation to pay value-added tax (VAT) on carbon trading from the seller to the buyer in a bid to prevent fraud. The new rule, announced by the finance ministry on Tuesday, took effect on Wednesday.
