Marine goal proving a difficult issue in Nagoya

World governments gathered in Nagoya, Japan, to negotiate a new strategy for tackling biodiversity loss between 2011 and 2020 are struggling to agree on a global marine biodiversity target. An agreement is unlikely before ministerial talks begin on Thursday.
