English oil storage controls proposed
All the estimated 250,000 industrial, commercial and residential oil storage facilities in England will be required to have secondary containment such as a bund or drip tray by 2005 under draft regulations put forward this week. The UK environment ministry stresses that 17% of all water pollution incidents in 1999 were oil-related, mainly due to leaks from unbunded oil tanks. Extra costs for site owners are envisaged of up to UK£1,000 (euros 1,590), against which the ministry sets savings of up UK£30,000 for every oil pollution incident avoided. See press release.
