Belgium and Ireland in first Seveso II verdicts

Belgium and Ireland were condemned in the European court of justice on Thursday for failing to transpose the 1996 Seveso II major accident hazards directive by the legal deadline of February 1999. Of six legal actions announced by the European Commission in autumn 2000 (EED 01/09/00), these are the only ones to have progressed to a final verdict. Even the two guilty states have now completed transposition: Ireland in December 2000 and Belgium in March 2001. See judgements in cases C-394/00 (Ireland) and C-423/00 (Belgium).
