Norway commits to climate gas trading

The Norwegian parliament yesterday voted to approve the government's climate policy, including provisions for a system of quota trading that would enable companies to buy and sell the right to emit greenhouse gases. The system, which is to operate from 2005, is contested by the opposition Labour party and by many in the industrial sector, who prefer voluntary agreements with the government for limiting such emissions (EED 25/03/02).
