Ireland drafts new pollution and waste rules
Draft legislation introducing new rules on integrated pollution and prevention control (IPPC) in industrial installations and tougher waste law enforcement controls was unveiled by the Irish government on Friday. Among the changes to IPPC legislation, which will transpose the EU's 1996 IPPC directive, operating licences will become easier to revoke in the event of breaches and the technical basis will change to best available technique. The modifications to waste legislation will give local authorities greater enforcement powers, including the right to impose hefty fines for dumping rubbish. See draft law.
