EU farm subsidy reform plan agreed

European farm ministers finally agreed a package of reforms to the bloc's common agricultural policy (Cap) early on Thursday morning after a series of difficult negotiations that first began in mid-month (EED 10/06/03). The European Commission welcomed the outcome as a "fundamental reform" that would "completely change the way the EU supports its farm sector". Both farmers' and environmental groups strongly criticised the outcome.
